I live in Illinois. Can I qualify for the $300 premier checking account promo?

First, we'd like to share that the $300.00 promotion for our TD Premier Checking is currently unavailable at www.tdbank.com. The promotional links are being offered through third party web advertisements at this time.
When signing up, you will need to meet the following requirements:
-The primary owner must be a new to bank Customer
-The account was opened Online (Accounts opened in Store or by phone are not eligible).
-You have received direct deposit(s) totaling $2,500 or more within 60 days.
Once all qualification have been met, please allow up to 95 days to receive the $300.00 bonus in your personal checking account.
For online account opening, you will need a Social Security Number and a valid photo I.D. (Driver's License, Passport, Military I.D. etc.).
There are times in which our online account opening process will require you to select an address/state within our TD footprint from Maine to Florida. If this occurs, please reach out to us 24/7 at 888-751-9000.

About a month ago the $300 offer was being advertised. I went through the questionnaire on TD Bank and was told I would need to apply for the account in person (probably because we had just moved to the area and had a brand new address that was not yet fully verifiable). Account is set up - now I am checking up on this and seeing that the $300 offer may not be viable because I signed up at the location? How does this work since TD Bank online informed me that I would need to sign up in person.
