This must be from several years ago and I want to know if this is legit as I've never had an account with TD...only CIBC.

If you have never had an account, credit card, or loan with TD Bank, then it sounds like the call you have received may have been a phishing attempt, as this would not have been requested by TD Bank unless you were a current or previous Customer.
