i have a name change because i did my citizenship so i need a new bank card with new name. i have changed over everything at the bank already.

As you have mentioned that you have requested a name change recently, there are a couple of options for you to obtain a new debit card with your current name on it.
Once your name change has been completed and is listed on your account, if you are close to a TD Bank store location, you can stop by at any TD Bank location during lobby hours with your valid photo ID and walk out with a new card in your hand! Please visit: http://bit.ly/TDStores to find a TD Bank near you. Or, if your name change has been processed, you can also contact our 24/7 Customer Service line at 888-751-9000 and one of our Banking Specialists can order the debit card for you. The card will be mailed to your address on file. Please allow 7-10 business days for the debit card to arrive.
Another way to request a TD Visa Debit Card is by sending a Secure Message via your online banking account. You're welcome to log in here: http://bit.ly/1eaISlq. Please find the Customer Service tab and once you click there, use the Send a Message link to request a new card. Please be sure to list your name as it should appear on your card, and include your current address in your message so we can make sure your card is sent correctly. Please keep in mind that your name change must have already taken effect in order for us to mail a card to you by phone or secured message.
If you are not currently enrolled for Online Banking and wish to enroll for your personal accounts, you may use our self-service option by visiting http://bit.ly/1lU2qfY to begin the enrollment process. In order to do so, you will need your account number, TD Bank ATM or Debit Card number, your Social Security Number and your email address. When you finish the enrollment process, you will have immediate access to your account(s).
