I have an overdraft fee which caused my account to close, they opened my account to request only because a direct deposit went through. Will they let me make payments? Pay some of the fee and then each week pay more?

Since you mentioned that a balance is owed to us for your account, you would need to either visit a TD Bank Store or speak with our Recovery Department to settle it. To speak to our Recovery Department directly you may call 800-354-9769 between the hours of 8am-9pm Monday through Friday, and Saturday 8am-5pm, and we can certainly review your payment options then. After any owed balance is resolved, you will become eligible to open a new account. We invite you to take a look at our current Checking and Savings options prior to your account opening. When opening a new account, it will be required to have a photo ID and your Social Security number.
