Hello, we had 2 accounts that were closed and I believe we still owe money on. My question is that if we paid these off, would we be allowed to open a new account?

You may request to open a new account with TD Bank once the overdrawn balance has been paid off, however the previous account will not be able to be reopened.
There are a few options to pay off the overdrawn balance. You may contact our Recovery Department during normal business hours at 800-742-2651 to make payment arrangements, or visit your local TD Bank Store during the lobby hours to make the payments. Once the overdrawn balance has been paid off, you can request to open a new account with TD Bank.
