After depositing $20 into my checking account through the ATM, am I able to use this $20 even though it appears as a pending transaction?

Thanks for joining us this morning, Steven. We'd be glad to discuss.
In most cases, if you deposit cash at one of our ATMs, the funds are available for you to use on the same day as the deposit.
Please note that exceptions can apply, especially if you are a new account holder with us. If your account has not been open for 90 consecutive days, cash deposits made at the ATM will usually become available on the business day following the deposit date.
We invite you to look at our Personal Deposit Account Agreement here: http://bit.ly/1kb17UQ. On pages 38-41 you can find our Funds Availability Policy along with information about when you'll have access to deposits. Please especially see the "Special Rules for New Accounts" section on pages 40-41.
If you have already made a deposit and have questions about it, then please get in touch with us! We'd be glad to review this personally with you. You can reach us 24/7 at 888-751-9000, or you can stop in to any of our Stores for assistance with it: http://bit.ly/TDStores.
We hope this clears things up, Steven and have a good day.
