Am I correct in believing online banking is unavailable unless you have a debit or ATM card?

Welcome to TD Helps, Paul. We'd be glad to clarify.
Please know that our online enrollment process for Online Banking does require the use of an ATM/debit card however you are not required to have a card to use Online Banking.
You are able to reach out to us either by calling 24/7 at 888-751-9000 or by visiting any TD Store to enroll without the use of a card. To take a look at Store locations and their hours please visit http://go.td.com/1f9DSJR.
