Is my TD bank ATM/Debit card accepted in Iceland, France & Netherlands? If so what the best way to minimize fees?

Thanks for submitting your question to us here on TD Helps, Joel.
TD ATM/debit cards bearing the Visa logo are accepted at any locations VISA or NYCE are accepted all over the world. However, if you have a TD Bank ATM-Only Card, it can be used for withdrawals at any ATM which uses the NYCE network. Please note; fees may apply when using a non-TD ATM. We encourage you to check out our current fee schedule, http://bit.ly/1cTejgt, as it outlines any applicable fees that may come into play when you use your ATM debit card out of the country. To minimize fees while on your trip, rather than making multiple smaller ATM withdraws, you can make fewer larger withdraws to eliminate the Non-TD ATM Fee.
At this time, TD Bank does not charge a fee when making purchases with your Visa Debit Card. Also, the international currency conversion rate varies by country. In all foreign countries, the exchange rates at the ATM are always more current than the commercial rates because the transaction is a real time authorization.
Prior to leaving on your trip, it is recommended that you contact us with your travel dates and destinations so we can notate your account to eliminate any acceptance issues. You can do so by calling our Banking Specialists 24/7 at 888-751-9000 or by visiting any TD location and we will be happy to place your Travel Notification. To locate a TD Store please check out our locator here: http://bit.ly/TDStores. You may also send us a secure message on www.tdbank.com and request the Travel Notification to be added. To send a secured message you must first log on to your TD Bank online profile. Once you're logged in, please click on the "Customer Service" tab, and then select "Send a Message" In your message please include where you're traveling as well as the dates. If you're not currently enrolled for Online Banking you can do so for free by clicking here: http://bit.ly/1lU2qfY. You'll need your account number, Social Security number and your ATM/debit card number. As soon as the application has been completed, you'll immediately be able to access your account to send the message.
A travel notification helps us recognize unauthorized transactions on your account. Please be informed that for your protection we will continue to monitor your card activity even when a notification is set. We also recommend carrying more than one method of payment while traveling, just in case you encounter any acceptance issues. For more travel tips while overseas, please visit http://bit.ly/1gDrDYu.
