Would a 16 year old (without a TD bank account) be able to walk in and cash a few of their savings bonds they are ready to cash if they had legal photo ID such as a drivers license? Without a parent coming in with them.

If the minor requesting to cash out the bond has the competency to sign the bond and understand the nature of the transaction as well as TD Bank not having knowledge that a guardian or other representative has been appointed by the court, a bond may be cashed by a minor.
