I am trying to find the fastest way of converting a credit card reimbursement into cash to pay a TD bill. If someone uses their credit card can they purchase a money order which could then be placed into my TD account? If not are there any alternatives?

That's a great question, and it's a pleasure to assist you today.
At TD Bank, we do offer money orders which can be obtained by visiting us at any TD Store as long as you're a TD Customer. A TD Customer is defined as someone who has a TD Bank account (e.g. checking, savings, CD, club account) or a TD Bank loan product (e.g. mortgage, home equity, personal, etc.) or a TD Go Account or Card. For Store hours please check out http://go.td.com/1f9DSJR.
Please keep in mind, Money orders can be purchased for any amount up to $1000.00. If the amount you are looking to purchase exceeds the limit, you may wish to purchase an Official Check. An Official Check can be purchased for any amount and because it is subject to availability due to the amount requested, we recommend contacting your local TD Bank prior to visiting. Please note that when purchasing a money order, the funds would come directly from your checking account.
For more information on the fee for official checks take a look here https://go.td.com/2kFZ5mK (located under "Checks").
You may also give our Banking Specialists a call 24/7 at 888-751-9000 if you have any other questions. And as always, you may visit us at any time during lobby hours for further assistance.
If you were looking to get funds off your credit card, you may complete a cash advance. You'll be glad to know that both Customers and non-Customers can get a cash advance at TD Bank! To do so, you're welcome to use a Visa, MasterCard, or Discover Credit, Debit or Prepaid Card for this service. We apologize that we're unable to accept American Express Cards in our Stores for over-the-counter cash advances.
To get more details about this process, including the Cash Advance available amount on your card, we first recommend reaching out to your card issuer to determine the availability. We also recommend confirming if any restrictions and/or fees may apply.
If your card issuer does allow this service, please know that you may visit any TD Bank Store for this request from any Visa, MasterCard, or Discover Card up to $5000 per day per card. American Express cardholders with a Personal Identification Number (PIN) can still process a Cash Advance by accessing one of our ATMs.
We hope this information is helpful, RD!
