My friend is 20 and I am 17 can she open a joint account with me even though I'm a minor

As you mentioned that you're 17, you would need to visit your local TD Bank Store to open an account. Typically, a minor would need to bring their parent/guardian to the Store to open the account. We encourage you to contact the Store in which you plan on visiting to verify if you can open the account as a joint account with a friend.
