I have a check written about 10 months ago. I have been reading that sometimes older checks are still "negotiable" by TD bank but I'm not really sure what that means. Will the check bounce or lead to a fee being charged if I attempt to deposit it?

If the personal check that you would like to deposit is older than 6 months, the check may still be deposited. As long as the information on the check still matches the information for the account in which the check would be debited from, there should not be an issue with processing the check.

As you mentioned that you are attempting to deposit or cash the check in your possession in Canada, we'd like to recommend that you speak with your financial institution in Canada for further assistance.
We apologize for any inconvenience this may cause; however, please understand that you are currently speaking with TD Bank, located in the United States. By speaking with your financial institution in Canada, they'll be able to assist with the appropriate steps needed to have this check successfully credited to your account.
