Good morning, Huntington, and welcome to TD Helps.
You have a great question!
Generally speaking, here at TD Bank, anyone under the age of 18 may be able to obtain a VISA Debit or ATM Card; however, it's important to note that in order to do so, an adult on the account must give permission to the minor by signing the card application.
If this is something that you and your parent or guardian may be interested in, we recommend speaking with a Customer Service Representative at your nearest TD Store location. To take a look at Store locations and their hours, please visit http://go.td.com/1f9DSJR.
In addition, as you mentioned that you're looking to obtain a card with a specific balance for performing transactions on your own, you may also be interested in one of TD Bank's Prepaid VISA Cards. Just in case you'd like to take a look, we have provided a link here: https://go.td.com/2g9TmrP with more information. Should you have any additional questions in regard to our prepaid cards, you're welcome to connect with a Representative at your nearest Store, or you may call and speak with one of our Banking Specialist. Specialist are here 24/7, and can be reached by simply dialing 1-888-751-9000.
We hope you found this information helpful, Huntington!
Thanks again for stopping by TD Helps, and have a great Wednesday.
