I live in Ohio and am a permanent resident of the US, but hold Canadian Citizenship. I would like to purchase land in Ontario using a cash/mortgage split. Can I do this mortgage with the US branch of TD or do I need to work with TD Canada?

Thanks for your question, Derrick. We'd be glad to discuss.
At this time, TD is not authorized to lend in the state of Ohio due to federal regulations that prevent institutions from lending outside of their footprint. We apologize for any inconvenience this may cause.
Although this is the case, please note that as a Canadian, if you're interested in a mortgage or home equity product with TD Bank US for a property within the States that we have Stores, you're more than welcome to apply. We'll be happy to view the guidelines for these applications with you.
We also invite you to view more about our Cross Border Banking services here: https://go.td.com/1ienPN4, and also see https://go.td.com/1jbFLvX to learn more about the Cross Border Mortgage process. Our Cross Border Team can be reached at 877-700-2913, 24/7 for any questions you may have.
Our friends in Canada have answered a similar question on their TD Helps page and it can be found here: https://go.td.com/2awK95g. You may also submit your own question from the link provided if you need further assistance.
We hope this information helps clear things up, Derrick. Have a good day.
