That link you refer to for more information states that the chip is available in both credit and debit cards. When will the debit cards have the chips?

By late 2015, chip technology will be the standard in the U.S. We definitely want our Customers to have access to the best security features right now and the new cards support that desire. We're happy to say that we will begin issuing chip-enabled debit cards in September 2015 to our Customers as their card expires. In early 2016, TD Stores will begin issuing chip-enabled debit cards as well.
