My brother would like to give me access to his account when he does not have the chance to manage it. Can we apply my name and information online and create a joint account, or do I have to go into a bank and meet someone to help me in person?

That's a great question, Dyana and we'll be glad to help!
In order to be added to your brother's account as an authorized signer, it will have to be completed at a TD location. For a listing of our Stores and their hours please view: http://bit.ly/TDStores. We ask that both you and your brother visit with photo identification in order for the request to be completed.
We look forward to seeing you soon, Dyana and enjoy the rest of your day.
