If you'd like to open an account here at TD Bank, you are more than welcome to do so, but please know that we do use a multi-factor verification process during account opening. As you mentioned that you may owe money to another financial institution, we would recommend completing the application process with us in person at your local TD Bank Store location. To step inside and open an account, please locate the nearest Store to you here: http://bit.ly/TDStores. Just bring in your valid ID (Driver's License, Passport, State ID, Military ID, etc.) and have your Social Security number available so we can get started!
