I always thought that you had to pay the annual rental fee in advance before you can get the keys. I was told by one rep in a Manhattan branch that TD bank can bill its customers for the safe deposit boxes. Which is correct?

We appreciate the visit today and would be happy to help clarify this for you.
When setting up a Safe Deposit Box with TD Bank, the first year payment is due at the time of opening. At the time of the Safe Deposit Box opening, our Specialist will ask if you'd like to have your rental fee be deducted automatically from your TD Checking or Savings account or if you'd like to be set up as a Direct Billing Customer. Please note, Direct Billing Customers will receive a bill in the mail approximately 30 days prior to their rental contract anniversary date.
