this site says "neither Visa or TD Bank charges any kind of foreign transaction fees and with the TD Debit Card, you can use it anywhere VISA is accepted worldwide. You'll also be able to use your Debit Card to make cash withdrawals internationally at any ATM Machine that displays either the VISA or PLUS logo. If you are unable to find a compatible machine, she would be able to use her Debit Card to obtain a VISA Cash Advance. Please not that non- TD ATM fees still may apply. For more information on the Fee Schedule, please take a look here: http://bit.ly/1cTejgt."
BUT http://td.intelliresponse.com/easyweb/index.jsp?requestType=NormalRequest&id=692&question=How+do+I+access+my+account+to+withdraw+funds+while+outside+of+Canada says "While outside Canada, your Access Card can only be used at ATMs bearing the PLUS symbol, which is printed on the back of your card. " and a charge of $5 CAD each time you make a withdrawal outside of Canada, U.S. and Mexico; as well as the applicable exchange rate and any applicable transaction fee. "
