I am in the Czech Republic and my account has been locked due to a withdrawal I have made for cash here. I cannot access the "outside US and Canada" helpline on my phone to unlock. I need access to my account to get back home.

Hello John, thanks for joining us today. We understand you're not nearby but don’t worry, we have some options that can help.
Based on the information you provided, it sounds like a block might've been placed on your debit card. In order for us to remove a block, we must have contact with you directly, and upon account verification, we can review if the block can be removed.
If you currently have access to your Online or Mobile Banking, you may send us a Secure Message so that we can review this. To send a secure message, you will first want to log into your TD Bank online profile by clicking here: https://go.td.com/1eaISlq. Once you've successfully logged in, look for the 'Message Center' on the left hand side and select 'Send a secure message'. If you have downloaded our mobile banking app for your smartphone, you may also use this method to send a secure message. From your Mobile Banking, log in and select 'Send a Secure Message' from the side Menu. For fastest service, in your message please include information about the transaction you believed to have caused the block so that we can verify this with our records.
If this may help, we also have international phone numbers for you to use. You can call us from outside of the United States by dialing 1-856-751-9000 or collect with operator assistance from a land line phone by asking the operator to dial 1-215-569-0518.
