Under my Credit Card account on the td bank online banking website it has my credit card balance as one amount, while on the td card services website it has my balance for the same account to be a different amount(actually significantly lower)

Based on your question, it sounds as though you're using both Online Banking and TD Card Services to log in and review your credit card information.
Please keep in mind that all features and information for your TD Credit Card may not be available via Online Banking. We recommend logging in to your TD Card Services account to review the most accurate/up to date information about your credit card. You are able to do so here: http://bit.ly/1qnXrso.
