Trying to pay rent on a place, do I need an online banking account to pay it with an echeck?

Happy Saturday, James! Welcome to TD Helps!
Based on the information you have provided, it sounds as if you are attempting to take advantage of TD Bank's free Bill Pay feature. At this time, in order to use this feature, you will need to log into your Online Banking, which you are able to do from here: https://go.td.com/1eaISlq.
If you haven't yet enrolled in Online Banking, that's okay! You're able to start the enrollment process by clicking here: https://go.td.com/1lU2qfY. To completely this process, you will simply need your account number, debit card number, your Social Security Number, and a valid email address.
Once you're able to log into your Online Banking, using the Bill Pay feature is easy! Towards the top of your screen, you should see a tab that reads 'Bill Pay'. Once here, you can either select from the Bill Categories we already have listed, or you can also search our network directly for your payee. In some cases, your payee and all their information may already be saved within in our network, and if this is the case, your bill payment may be sent electronically right to your payee.
Don't worry if your payee is not saved within our network, as you are still able to use this feature!
Towards the center of your screen, you should see a search bar that reads 'Search Our Network'. From here, simply type in the name of your payee, and if we're unable to locate them in our network, you'll next want to select whether you are attempting to pay either a company or a person. Once you have made your selection, enter in your payee's information, such as their name, address, phone number, and even their email address, if you'd like. Then, choose the amount you wish to send, and when you would like your payment to be sent, and after confirming this information, you're all set! A paper check will be mailed to your payee's address two business days prior to the due date you have selected to ensure that the payment is received on time.
