Their website states that they accept: "Many debit cards that can be processed as credit". Does that therefore exclude the TD Visa Debit Card?

TD Bank's VISA Debit Cards can be used to make a 'credit' purchase; however, it's important to note that when doing so, generally speaking, funds can be held against your account for 5-7 business days, depending on the merchant. In the event that this should happen, available funds you may have to make every day purchases may not be available to you, and it is always recommended that for purchases such as hotels or car rentals, a credit card is used.
