Does an account sign up bonus count as any type of income? Does it require a 1099-INT ?

You have a great question.
Based on the information you have provided, it sounds as though you may be referring to TD Bank's recent Convenience and Premier Checking account promotion of either $150 or $300. Certain promotions offered by TD Bank may require a 1099-MISC form; however, this form would only be generated if the promotional value exceeds $599.99.
As this promotion did not exceed $599.99, you should not be receiving a 1099-MISC to include in your taxes for the year 2017.
