I am using a visa debit card from 'TD Premier' checking account. The first person at TD said that there are no fees when I withdraw money from an international ATM. No percentage or regular rate!
Then I talked another person who works at TD and they said that Visa charges 3%. Is this true?

Each withdrawal, transfer, and balance inquiry made at an ATM not owned by TD is subject to a $3.00 fee: which is charged by TD Bank the same business day the transaction is made (fees subject to change). This may be in addition to any fee assessed by the owner of the ATM or network, and may include fees for both withdrawals and balance inquiries (or any other transactions done at the ATM). With that being said, you'll be glad to know that TD Bank does not charge any foreign transaction fees for transactions made with your TD Bank Visa Debit card. We invite you to review pages 45 of our Deposit Account Agreement at http://bit.ly/1kb17UQ for more information about the exchange rate for purchases. The exchange rate you would receive at an ATM is not set by the bank. Foreign exchange rates fluctuate daily, and customers will pay the exchange rate selected by Visa at the time of an ATM withdrawal. Katherine, that answer is not correct according to the TD website: Non-TD ATMs: TD fees waived regardless of balance, and non-TD fees reimbursed when minimum daily balance is at least $2,500. So which is the truth?

Here at TD Bank, we're happy to announce that you will not be assessed additional fees for any purchases that are made with a merchant using your debit card. At this time, fees are not assessed by TD Bank or VISA. While fees will not be assessed for purchases made at merchants, such as restaurants or at retail stores, please know that, depending on your account type, you may be assessed a non-TD ATM Fee when performing an ATM withdrawal.
Based on the information you have provided, it sounds as though you have a TD Premier Checking account. Currently, this account waives any non-TD ATM fees regardless of the balance as well as reimburses any fees that may have been assessed by another financial institution should the minimum daily balance of $2,500 be met. While this is a feature that is offered with our Premier Checking accounts, should you have another account type with TD Bank, this feature may not be offered.
