1) I do not have a debit/ATM card. Is the Visa debit card the only TD product to access cash from my checking account? I do not want cash advances on a credit card or to apply for another credit card.
2) I will need cash in euros, not dollars. Are the fees charged with each transaction against my account or charged monthly?

To access funds that are in a TD Checking or Savings account, you will need a TD ATM or TD Visa Debit Card. If you do not have a TD ATM or Visa Debit card, you are always welcome to visit us during lobby hours to obtain a card immediately. We may also send you a card via mail. If you prefer this option, please contact us at 888-751-9000. We are available 24/7 and after account verification, we'd be happy to help. You will receive your new TD ATM/Visa Debit card via mail to the address we have on file. You should expect to receive your card within 7-10 business days, depending on the post office. Please note, your card will arrive in a plain white envelope for the security of your account.
When using your TD Debit Card while travelling outside the US, we'd like to let you know that TD Bank does not charge any foreign transactions fees for purchases made with your TD Bank Visa Debit card. This means that when using your card with a merchant, TD Bank will not charge you a fee or percentage to convert the other currency to U.S. Dollars.
If you choose to use your card for an ATM withdrawal, please note that each withdrawal, transfer, and balance inquiry made at an ATM not owned by TD may be subject to a $3.00 fee, which is charged by TD Bank the same business day that the transaction is made (subject to change). You can make ATM withdrawals from any machine that displays the VISA or NYCE logo. If you're unable to find an ATM that is compatible, with the TD Bank Debit Card, it may be used to obtain a VISA Cash Advance (similar to a withdrawal and with no additional fees). We also recommend referring to the ATM at the time of withdrawal or that bank directly for their fee information. Other fees that may be assessed for an ATM withdrawal, including currency conversion, may be charged by the financial institution that owns or operates the ATM.

As you mentioned you will need Euros, did you know that you may order foreign currency – including Euros – at any of our convenient Store locations during lobby hours? Prior to your visit, we recommend contacting your TD Store directly to place your order. You can expect to pick up your currency within 2-5 business days after your order has been placed. A few things we'd like to share – there is an exchange processing fee for Customers if you wish to use this service and there is no limit to the amount of foreign currency you may purchase. Please note that all fees are subject to change but you may confirm specific fee amounts on the Fee Schedule above or with your local TD Store at the time of transaction.

Finally, we also recommend placing a Travel Notification on your Checking and/or Savings account before you leave for Europe. You can do so by calling our Customer Service Line at 888-751-9000 or visiting a local TD Bank Store. Another option would be to send a secured message via your TD Online Banking and request the Travel Notifications be added to your account(s). This will help us be aware if we see foreign transactions on your account.
