I recently opened a new account with TD and about a week later deposited my second check into the account and 4 days later I am still unable to access the funds to make an electronic payment on my car insurance policy.

Hi there Jimmie!
We're glad you got in touch with us about this and we apologize for any confusion with your deposits so far.
To clear this up a bit, for the first 30 days of your account, your check deposits may have a hold placed on them. This hold can last up to 7 business days for verification purposes and we do apologize if you were unaware of this time frame. You can read about this in better detail if you take a look at our Personal Deposit Account Agreement available here: http://bit.ly/1kb17UQ. The information you might like to have is listed on pages 40-41 and this should have also been provided for you at the time of account opening.
We'd be more than glad to review in more detail with you how this works, Jimmie, and we can also take a look at your account and deposits if you'd like to get in touch with us. By phone, we're available 24/7 at 888-751-9000, or you can also stop in to any TD Store listed here: http://bit.ly/TDStores.
We hope this is helpful for you and please feel free to respond if you have other questions for us!
Thanks again for writing in and we hope you enjoy your weekend.
