I am looking to find a disclosure online stating how long a external transfer is unavailable for.

There are a few factors that determine when an external transfer will be available in the receiving account. Although there may not be a specific disclosure online regarding this, we'll be more than happy to discuss external transfers with you!
Most importantly, when initiating an external transfer, you can decide whether you want to set it up as a 3 business day transfer or 1 business day transfer (this option becomes available 90 days after your first successful 3 day transfer is completed, given that your account balance does not become negative during that time period). Also, depending on when you submit the transfer, it could take up to 1 full business day to process from the time you initiate it. With this being said, it could be between 1 and 4 business days after you initiate a transfer for it to become available in the receiving account, depending on when and how you submitted it.

The external transfer would be sent from another FI to TD Bank. Do the same rules apply with the 1-4 day hold?

To answer your question, yes, it will be the same process. If you are requesting funds from an account you have with another Financial Institution, it could take 1 thru 4 business days for processing.
