What rate is applicable when using a TD debit card at a (Visa) ATM in a foreign country? Please note that I am asking about a possible spread against an FX market spot rate, not the fees.
I.e. the spot rate for Euro/USD is 1.0929 (As of 06:49:31 ET on 02/03/2016) - what rate would would be applicable to an ATM transaction at that moment?

The international currency conversion rate varies by country. In all foreign countries, the exchange rates at the ATM are always more current than the commercial rates because the transaction is a real time authorization.
