I will be going to Italy & Paris next month. If I use my atm card to get foreign currency in those countries, will I be getting the spot rate for the day, and does TD bank charge a fee for these withdrawals? Also does the withdrawal have to be out of my checking account or can the withdrawal come out of savings?

It's a pleasure to see you on TD Helps today, Susan! We'll be happy to answer any questions you may have about using your TD Bank ATM debit card while traveling overseas.
When traveling, you can make an ATM withdrawal from any ATM machine that displays the VISA or PLUS logo. Please note; fees may apply when using a non-TD ATM. We encourage you to check out our current fee schedule, http://bit.ly/1cTejgt, as it outlines any applicable fees that may come into play when you use your ATM debit card out of the country.
The international currency conversion rate varies by country. In all foreign countries, the exchange rates at the ATM are always more current than the commercial rates because the transaction is a real time authorization.
Many ATMs outside the United States limit withdrawals to Checking accounts only.
