Can a fraudulent charge be reversed on my visa debit? The vendor assured me the charge would be refunded but they have not initiated a refund and it has been over a month.

We'd like to reassure you that in the event of any trouble with a merchant, we're here to assist you.
First, since you wrote in that you had business with the vendor and they were supposed to provide a credit, to dispute any charge they made to your account, you'll want to give them a call to determine if they'll refund you. As you mentioned it has been over a month since you were supposed to receive a refund, it is necessary to check with the merchant once more, for the possibility of a resolution before filing a claim with TD Bank.
Once you attempt to resolve this with them, or since it sounds like you may have already done so, if they are unable or unwilling to provide a refund you can then dispute the item with us. When filing a claim, we recommend taking note of who you may have spoken with, the date, and any other information that may be relevant so that we can include it on your claim.
