am having problem accessing the card. am in Ghana and have forgotten the last time I used the card. who do I contact to help me out?

As you mentioned you are unable to verify your account via telephone, another option you have is to send us a secured message via your TD Online Banking. Please log into your Online Banking here: http://bit.ly/SMUhhl, after you log in, you may send a secure message by selecting "Send a secure message" located on the left hand side of the page, beneath "Message Center."
If you have not enrolled, that is okay! To start the process, please visit here: http://bit.ly/1lU2qfY. Keep in mind that you will need your account number, ATM/Visa Debit Card number and email address.
If you do remember your account information, please give us a call at your earliest convenience so that we may help you directly.
