I receive the message insufficient funds when I have checked online and have more than 600 dollars, I suppose TD staff thought my card had been compromised or stolen. My TD card is the only form of currency I have.

First, we notice that you're from Vancouver. If you currently bank with TD Canada Trust, we encourage you to take a look at this page: http://bit.ly/1G5f7xv, where our friend Derik has assisted a Customer with a similar issue that may help you.
If you do bank with us here at TD Bank in the U.S., we'd like to let you know that there may be a hold placed on your card if we didn't receive a notification that you would be using your car outside the United States. And sometimes, even if a note is placed on your account, our automated advanced fraud early warning systems may block your debit card until we are able to verify the account activity with you.
To best assist you, we encourage you contacting us by telephone to have the hold removed and your card notated if necessary. To contact Customer Service 24 hours a day, 7 days a week from outside the United States, please dial direct 1-856-751-9000 or collect with operator assistance from a land line phone by asking the operator to dial 1-215-569-0518.
If you are enrolled for online banking, you may communicate with us using a Secure Message via your TD Bank Online profile. You can do so by logging in here: http://bit.ly/1eaISlq. On the left hand side, you should see an option to "Send a secure message" located in the “Message Center." If you have not enrolled, you're welcome to use our self-service enrollment option if you have your TD Bank account number, debit card number, Social Security number, and email address. Please begin the enrollment process here:http://bit.ly/1lU2qfY and you'll be able to view your accounts and send a message immediately after enrollment.
