What is the procedure to order a debit card for foreign customers?

We'd be happy to help provide details on how to obtain a TD Debit card, Adi. Welcome to TD Helps.
There are a few options available to request a TD Debit card and we'd be glad to go over these options with you.
Your first option is to connect with us 24/7 at 888-751-9000. As you'll be calling us from outside the US, please dial 856-751-9000 or 215-569-0518 via landline with an Operator's assistance. After account verification, we'd be glad to send you a TD Debit card to the address we have on file.
Another way you can go about ordering a Debit card is by sending us a secure message through Online Banking. To do this, you must first be enrolled for Online Banking. If you have not enrolled,please give us a call at the numbers provided above. After you've successfully enrolled, to send secure messages please select the "Customer Service" tab and under "Message Center" please click on the "Send a Message" link. For this particular request, please select the "General Customer Service" for the subject line. In the "Comments/Requests" field, please type in your request.
You will receive your new TD ATM/Visa Debit card in the mail and it may take up to 7-10 business days depending on the post office. As the card is being mailed to as address outside the US, we are unable to provide you with a timeframe of when you should expect to receive your new TD Debit card and apologize for the inconvenience.

When making an ATM withdrawal from an international location, please make sure that the ATM machine displays either the VISA or PLUS logo. The TD Bank Debit card may also be used to obtain a VISA Cash Advance if a compatible ATM is not available. Please note non-TD ATM fees still may apply. Many ATMs outside the United States limit withdrawals to checking accounts only, TD Bank Online can be used to transfer money from your savings account to your checking account should more funds be needed. If you're unable to find an ATM that is compatible, with the TD Bank Debit card, it may be used to obtain a VISA Cash Advance.

Thank you Yen for the quick reply. I followed your directions but the first option you mentioned is probably not valid anymore as the operator on the phone asked me to send a secure message via online banking which is the second option you mentioned.
Unfortunately online banking log-in process is failing with a "system error" and the technical representatives on the phone didn't manage to fix it either. So - do I have any other options to order a credit card or I need to buy a ticket to US ? :)

It sounds as though your foreign address is not the address we have on file. If that is the case, you will need to send us a Secure Message requesting a new Debit Card be sent to the alternate address. To request a new card mailed to an alternate address, please be sure to include the following information in your message:
-Account number -Your name -Address to where the card should be mailed -Do you want your card to be sent via Federal Express?
Please include the following statement “I take full responsibility for the card being mailed to the alternate address.”
If you have difficulties accessing your Online Banking profile, we suggest contacting our 24/7 Banking Specialist. Since you'll be calling us from outside the US, please dial 856-751-9000 or 215-569-0518 via landline with an Operator's assistance. After account verification, we'd be glad to send you a TD Debit card to the address we have on file.
