The card arrived here in queensland and said that I could just use the new card with my old pin to activate but that didn't work, not sure why it won't even let me call the international number to clarify

When traveling outside of the United States, it can be difficult to contact our 800 and 888 numbers. We recommend calling us at 1-856-751-9000, or collect with operator assistance from a land line phone by asking the operator to dial 1-215-569-0518. For your convenience, we're available 24 hours a day, 7 days a week.
Once we've gotten through to us that way, we'd be happy to get you through to the debit card activation line so you can go forward using your debit card.
