I am now in Taiwan and I would like to close my account and transfer money to other account which is not under my name, and I do not have my bank card. I have been back to Taiwan for more than 10 years and the account was open more than 15 years ago.

First of all, we'd like to take this opportunity to share with you that we are committed to being available when you need us. If you have moved to a country outside the United States, we do have some options for you to do all of your banking without the need to visit a TD Bank Store.
With our Online Banking, your accounts are easier to manage than ever! Whether you're checking your account balance or reviewing your account history and statements, our powerful suite of online banking services has you covered. If you are enrolled for Online Banking, you may log in by visiting http://bit.ly/1eaISlq. If you are not currently enrolled and as you mentioned you do not have a TD Debit card, please call us at 1-856-751-9000 or 1-215-569-0518 via landline with an Operator's assistance and we'd be happy to help get you set up! Additionally, we may also send you a new TD Debit card if you wish to obtain one. If so, please let our Specialist know and we'd be happy to help!
If you still wish to close your TD Bank account, we respect your decision and would be glad to help provide details. If you've recently used your account and your account is currently active, please give us a call at the number provided above for further details on how to close your account.
If your account has not been used recently and you believe the account may no longer active, we apologize as you would need to visit us in person to close the account. If you are able to visit us in the States, please click here: http://bit.ly/TDStores to locate the nearest TD Store.
You mentioned you've been in Taiwan for more than 10 years; if you have not used this account, we'd like to let you know your TD Account could be considered abandoned. An account is considered abandoned/unclaimed if the Customer has not made a deposit, withdrawal, or transfer from their account or if there has been no Customer Contact within the past 3-5 years (depending on the state) and may be escheated to the State.
