Welcome to the TD Helps community, Toya. You are able to withdraw funds from the ATM.
If you are enrolled in TD Debit Card Advance, TD Bank may allow one-time Debit Card purchases or ATM transactions even when you do not have the funds available in your account. Please know that the approval or decline of these transactions are at the Bank's digression and may result in fees.
