Can a person withdraw money from their account even if they lost their card and do not remember their account number?

Thanks for bringing your concerns to TD Helps today. We'll be more than happy to help.
We understand the importance of needing a Debit Card, and we're happy to announce that TD Bank offers instant issues machines where you may obtain a new Debit Card seven days a week simply by visiting your nearest TD Store location. You will walk out with a card in your hand that same day!
We notice that you're writing into us from Brooklyn, and for your convenience, we have provided a link here: https://go.td.com/2oTCSok which will take you directly to all of our many TD Bank Brooklyn locations.
If you're unable to visit a TD Store location at this time, that's okay, as you have a couple other ways in which you may request to have a Debit Card mailed to your current address. Our Banking Specialists are available 24 hours a day, 7 days a week, and will be happy to assist you at 1-888-751-9000, after verification. In most cases, our Banking Specialists are able to expedite your Debit Card, upon request.
In addition to calling, you're also able to send us a Secure Message from your Online Banking. To send a secure message, you will first want to log into your TD Bank online profile by clicking here: https://go.td.com/1eaISlq. Once you've successfully logged in, look for the 'Message Center' on the left hand side and select 'Send a secure message'.
If you have downloaded our mobile banking app for your smartphone, you may also use this method to send a secure message. From your Mobile Banking, log in and select 'Send a Secure Message' from the side Menu. We generally respond within 24 hours or less.
