I want to open an account in person at my local td bank. I have my social security card. The only problem is I do not have an ID at the moment, as I have to wait 3 weeks for my state ID to come through the mail. Is there any way I can substitute a birth certificate in place of a card ID so I can open an account sooner?

Thank you for your interest in banking with TD, Ian. We'd be glad to help!
First, we'd like to let you know that in order to open an account with us; you'll need a valid Primary Identification, such as these: a State Driver's License or State Issued ID with Photo and Signature, US Passport with Signature, or US Armed Forces (Military) ID with Photo. If you don’t have a valid form of Primary Identification right now, you'll still be able to open an account with us if you have two forms of Secondary Identification to provide. You may select two from this list:
-Employment ID with Photo and Signature
-US Birth Certificate
-US Passport Card with Photo
-Welfare ID with Photo
-State Issued Driver's License with Signature, no Photo
-Foreign Driver's License with Photo
-US Employment Authorization card with Photo, Signature and Expiration Date
-College ID with Photo
-Firearms Permit with Photo
-Alien Registration Card with Photo
-Permanent Resident Card with Photo
If you've found that you have two of these forms of identification to present, you're welcome to stop in at any TD Bank Store to open an account. Please see http://bit.ly/TDStores to search a TD Bank Store location near you.
