I am living abroad and need to pay for my tuition here in France. I am able to pay via pay pal, but am having trouble figuring out how to set that up. Would you be able to explain how?

Please know that PayPal is a third party service and because of this, we would be unable to assist you in using it. We recommend reaching out to them directly with any concerns you may have.
If you need assistance with your TD Bank account, we recommend contacting us directly for assistance. To do so, you are able to contact us 24/7 by dialing 888-751-9000.
In addition, if you are enrolled for Online Banking, you may send a secure message using www.tdbank.com. To send a secure message you must first logon to your TD Bank online profile. You can do so by clicking here: http://go.td.com/1eaISlq. On the left hand side, you should see an option to "Send a secure message" located in the “Message Center."
