account--once on Jan. 9 when she swipped her debit card and again on Jan. 22 when she was not there and obviously did not swipe her card. The parking authority says it did not charge her again and did not receive a second payment on Jan. 20 from her TD bank acct. They also stated they do not process transactions without a card being present and swiped. There are no other unauthorized transactions on her debit statement. Is this fraud or a bank error? What should she do?
