My daughter is 28. She has had an account at TDBank for 10 yrs or so. But she has not been in the US, and the account went dormant. I put in $1 last year to wake it up. But her credit card has also expired. She is planning a trip to Boston in March. If she mails in her expired card to Debit Card Operations, POBox 1377, Lewiston, Me. , will it be possible to be issued and mailed a new card?

Thanks for submitting your question today, Amanda.
Typically, replacement debit cards are automatically mailed to your address of record approximately 3-4 weeks prior to the expiration date. Your current Visa debit card is valid until the last day of the expiring month. Once the replacement debit card is mailed, you may receive your card via mail within 7 to 10 business days.
If you have not received your new card yet, or have had an address change and the card has already expired, we request that you please call Customer Service 24/7 at 888-751-9000 so that we can send you a new one. You may also visit your local TD Bank Store where you can receive one immediately. Take a look here: http://bit.ly/TDStores to find hours and locations near you.
Another way to contact us is by sending a secured message via Online Banking. To send a secure message, you will need to be enrolled to Online Banking first. If you are not enrolled to Online Banking yet, you can do so for free here: http://bit.ly/1lU2qfY. You will need your Social Security number, TD Bank ATM/Visa Debit Card, your account number, and your e-mail address. Once you have successfully enrolled, you will have immediate access to your account(s). Once you are logged in, you will then select the "Customer Service" tab after you log in. Beneath the section entitled "Message Center" select "Send a Message."
If you have not yet done so, please reach out to our Credit Card department they are available 24/7 and can be reached at 888-561-8861. Upon account verification, they will also able to make an arrangement to have a new credit card mailed to you. As we would like to assist you directly, unfortunately, we do not have access to your personal information since this is considered an unsecured forum.
Thanks for stopping by, and take care.

Thanks for joining us, Muhammed!
As our friend Alara stated above, updated debit cards are sent out about 3-4 weeks prior to the expiration date and are mailed to the address we have on file for your account. So if you've moved or relocated temporarily to Pakistan and we do not have that address, the card could be sent to an incorrect address.
We ask that you give us a call or send us a secure message so that we can review your account to see if a card was sent and where it went. We can also help with updating your address or at least having a debit card mailed to you in Pakistan, if you're only away on vacation.
To contact us by phone from outside of the United States, please use country code 011 and call 856-751-9000 or call us collect from a landline with operator assistance at 215-569-0518. We have representatives available 24 hours a day, 7 days a week to help.
As we'd said, you can also send us your request by secure message through your online or mobile banking. To send a secure message, log into your TD Bank online profile by clicking here: https://go.td.com/1eaISlq. Once you've successfully logged in, look for the 'Message Center' on the left hand side and select 'Send a secure message'. From your Mobile Banking, log in and select 'Send a Secure Message' from the side Menu. We can generally respond within 24 hours or less.
We look forward to hearing from you soon, Muhammed. Have a great day!
