We're sorry to hear that your debit card isn't working, Michael!
There are a variety of reasons why a transaction may be declined while outside of the US even when you place a travel notification.
We recommend reaching a Banking Specialist so they may review your debit card. You can connect with us from outside of the US by dialing 856-751-9000 (215-569-0518 collect from any landline telephone). Be sure to use country code 011 when dialing. After speaking with a Specialist, they would be glad to review your card and determine the cause for the decline.
You can also reach a Banking Specialist using Online or Mobile Banking and sending a secure message. To send a secure message using Online Banking, please sign in here: http://go.td.com/1eaISlq and select 'Send a secure message' located in the 'Message Center' on the left hand side of the page. For Mobile Banking, select the option to 'Contact Us' followed by 'Send a secure message' after signing in.
