I am an American citizen and have lived in Scotland since 1993. I have lived here since except for a year and a half when I was 18. I had a bank account then and a job, and have since had an account with Bank of America in 2007 when I was out in NY working for a couple months.
I am however moving back permanently in September and will be moving to New York.
Is it at all possible to start the process of opening an account just now whilst I'm here in Europe?

As you mentioned that you're a U.S. Citizen, if you already have a physical legal address in New York, you are welcome to open an account with TD Bank 24/7 either online or via telephone at 1-888-751-9000. As you mentioned you are currently outside of the U.S., you can also reach us internationally at 1-856-751-9000. If you have access to a landline telephone, you could also reach us by calling collect with Operator assistance at 1-215-569-0518.

If you do not have a physical legal address within the U.S. yet however, that's okay! When you do move back to New York we would be happy to have you visit us to open an account. One form of ID must be your valid U.S. Passport (as you mentioned that you are a U.S. Citizen) and the second form of valid ID you may select from the list below:
