I am out of state and TD is the most available bank where I am currently located. I was told that I could go into a TD and get a cash advance and then a bank check but what would the fees be for a non-customer?

You'll be glad to know that both Customers and non-Customers can get a cash advance at TD Bank! To do so, you're welcome to use a Visa, MasterCard, or Discover Credit, Debit or Prepaid Card for this service. We apologize that we're unable to accept American Express Cards in our Stores for over-the-counter cash advances.

Additionally, if you'll be using a credit card, we encourage you to reach out to your credit card provider to review the terms of your agreement with them. This will make you aware of any limits, fees or higher rates which may apply for this service.
