I don't want the debit card with the chip? can I refuse it

Welcome to TD Helps, Anne. We're glad to provide you with information today regarding our debit cards.
You'll be glad to know we've begun issuing Visa Debit cards which include chip (EMV) technology. These are being sent to our Customers whose cards are expiring right now, and we'll continue distributing these as cards expire.
We apologize as all TD Bank debit cards will be converting to chip cards.
