I Enrolled in TD Debit Card Advance and it took effective on 7/24/17. Why am I not able to withdraw any funds out the account

Good morning, Dan! Thanks for joining us at TD Helps.
TD Debit Card Advance is discretionary program that allows TD Bank to pay some of your debit card transactions even if the funds are not available. Overdraft availability is determined electronically at the time that the card is swiped or processed. Some factors for acceptance are: the age of your account, the balance in the account, and the past number of overdraft occurrences. If your debit card is declining then you may have met the discretionary limit that we'll allow at this time.
While we won't be able to advise what your limit is, as this is ever changing, we may be able to advise why it's declining and recommend options to help in the future.
