Thanks for contacting TD Helps today, Kim. This is a great question, and we'll be happy to help.
There are several options we can offer you to help pay off the overdrawn balance. We recommend contacting our Recovery Department, during normal business hours, at 800-742-2651 to make payment arrangements, or visit your local TD Bank Store, prior to opening a new account. For TD Store locations and lobby hours, please check out, http://go.td.com/1f9DSJR.
Once the overdrawn balance has been paid off, you may then request to open a new account with TD Bank. For information on the current checking accounts TD Bank offers, please follow this link: https://go.td.com/2aHjRCr.
