I have 9,500 dollars in my CD account and want to take out 500 dollars for medical expenses and it’s going to be before my 1 year is over. So, how much money will I have to end up paying as a penalty? My account is a 1 year account with an interest rate of 0.65%

If you wish to withdrawal funds from a CD, you may do so at your local TD Store with proper identification (driver's license, State ID, or Passport).
