I have two CDs at TD Bank and want to monitor them via online banking. The account registration asks for ATM or Debit Card #.. Do I need to have a checking account with a debit card just to have access to my CDs

Welcome to TD Helps, Chikwe.
We'll be happy to answer your question today!
Based on the information you've provided in your question, it sounds like you are trying to enroll in online banking so that you may review your Certificate of Deposit at your own leisure. If this is the case, we have great news, as you'll be able to do so without any problems!
At this time, to enroll in Online Banking for the first time, you will need to provide an account number, debit card number, Social Security Number, and a valid email address. As you currently only have a CD, and would not have received a debit card, we ask that you connect with us directly so that we may assist you with your enrollment. Our Representatives are available to assist 24 hours a day, 7 days a week, and can be reached at 1-888-751-9000.
If it's more suitable for you, you may also visit us at your local TD Bank Store. To view our Store locations and hours, you may click here: https://go.td.com/1nq31dc.
We hope to hear from you soon, Chikwe! Take care.
